US/EU and Russia are fighting and Economic War which is global. This war is focused on Fossil fuels which Pakistan is a net importer.
We are heavily dependent on imported energy Oil Gas and Coal.
Pakistan need energy plan based on economic and strategic considerations at earliest.
Possible Solutions:
1- We need to rationalize the Natural Gas Prices. (Full cost recovery model)
2- The narrative of natural gas as a bridge fuel for energy transition is no more valid as Russian tanks have destroyed the bridge. Even EU will move to coal and nuclear.
Pakistan Government sector proved to be inefficient in spot LNG purchase due to PPRA rules and fact that Governments are inherently inefficient. GoP stop buying Spot LNG and give Third Party Access of additional capacity of LNG Terminals they bring RLNG using their own balance sheet. It will address Circular Debt issue.
3- Maximize output from K2 and K3 and remove the transmission constraints.
4- Energy Efficiency and Conservation task should be given to Regulators (not to MoST) as pricing of energy is key issue. (Otherwise no one can remove entry barriers)
5- Replace domestic sector which consumes 42% of System Gas with LPG – Sector development is important. OGRA should take the lead.
6- Maximize the use of Thar Coal in Power Generation.
Please add more esp. how to maximize Shale Gas and indigenous resources.
7- Maximize the use of Rooftop Solar and remove all duty/tax on imported solar panels equipment as solar PV harness indigenous resources. Some US states targeting 100% roof top solar although US is world top Oil and Gas producer. The households which are given net Metering should not be provided with Piped Natural Gas. This includes my own house. Net Metering house is subsidized and neighbors are penalized as cost of maintenance of Grid is shifted to others.
Solar must be top priority of GoP the earlier we make this switch the better. China is installing Solar PV not only for environment but energy security considerations.
